Because the tile isn't the waterproofing layer — the underlayment beneath it is, and in this climate it typically fails at 15 to 25 years while the tile above still looks new. Many Boca re-roofs lift and reset sound tile over fresh underlayment for exactly that reason.
No. The HVHZ applies only to Miami-Dade and Broward counties. Boca Raton is in Palm Beach County, just north of that boundary, and is governed by Palm Beach County's high-wind and wind-borne debris requirements — which still call for tested, product-approved roof assemblies.
